If you look at Brit's earlier eras with her performing in American malls, that was homage to Tiffany. I know she's not that big in the grand scheme of pop, but I feel like she was this one small supernova to really turn the gears of pop back into teenage girls' and pop fans' favor. I was 12 when Gaga debuted and I distinctly remember watching american idol with my parents when all of a sudden this obscure artsy woman is singing a piano version of "Poker Face" which I only heard on the radio, some guy was playing the fiddle, homegirl was DANCING and the mic was ON. Truly watching Gaga singlehandedly outrage the christian church and suburban moms was an experience like none other. Because it took many many years for people to realize that she could even sing well! She was not recognized for her strides in pop music back then like she is today.

By the end of that album cycle, Arianas highest peaking song reached #9. Chappells highest song is currently at #16, and climbing as her album cycle is still active. Mind you, Ariana did not get her first #1 single until her 5th album. Ariana Grande, now on her 7th album, is one of the biggest pop stars in the world today. Because an artist doesn’t debut at the very top spot doesn’t make them a flop. Time tells. Chappell has plenty of said time on her side.

Okay but if you're counting Can't Be Tamed as Miley's debut, not only are you missing the Meet Miley Cyrus "B-side" you mentioned you're also missing Breakout (with 7 Things and Fly on the Wall), which I can maybe get into that it's maybe a Radio Disney-only record (but so were Kiss & Tell and Don't Forget). But on top of that you're also missing The Time of Our Lives (with Party in the USA, The Climb and When I Look At You: The first two were the first hits for the second Disney girl generation to hit the mainstream hard). Like without Party in the USA and The Climb, Demi's Skyscraper and Give Your Heart a Break and Selena's Love You Like a Love Song wouldn't have even been considered to be allowed to go mainstream.
