Vegeta has been the strongest character at least 4 if not 5 times in DBZ, excluding the main villains: From his introduction to the Saiyan Saga until Freeza got introduced, then among Freeza's opponents, he remained the strongest until Goku completed his training on his spaceship before landing on planet Namek. Then after Goku got his body stolen by Ginyu, Vegeta got a zenkai boost making him stronger than the Ginyu Force and beating up Goku that got stuck in the healing tank for a while, until he got fully healed and a zenkai boost for him as well. When Vegeta unlocked SSJ, he managed to do better against the Androids than Goku and even Future Trunks ever did. He let Android 19 absorbed a lot of his energy and still destroyed him easily, to the point Dr. Gero got scared and didn't even try to fight him even though he was really confident in front of Goku (and he wasn't aware of his heart virus). When he fought 18, even though he totally lost against her, he resisted so much longer than Trunks and Piccolo did against 17, even though 17 is stronger than 18 and she was playing with Vegeta...but he was still fighting with a broken arm and just kept getting back up hit after hit, while Trunks and Piccolo just went down with 2 hits each of them. Even without his heart virus, Goku wouldn't have done any better, Piccolo himself stated that and he's both the best fight analyser and power levels reader of them all. After his time chamber training and achieving his "Super Vegeta" form, Vegeta was the most powerful character once again. Even with Trunks, because Vegeta knew the bulky SSJ form above his own would be totally useless because of the loss of speed it would give him, so he achieved it but just gave it up knowing this would be pointless anyway, unlike Trunks which is still far less experienced of a fighter than his father. Before Goku and Gohan were done with their training and Cell becoming perfect, Vegeta was legit the strongest character, period. When he went Majin, before Majin Buu was released and Goku revealed his SSJ3 form, Vegeta could arguably be considered the strongest character at this point, because he managed to knock out Goku while they were still both SSJ2, and even though Goku had technically a unliving body, Vegeta benefited from his Majin state that granted him more endurance, with extra resistance to pain and damages, even crippling ones like Spopovitch showed sooner. Just saying!

The utter downplay 17 shouldn't even be on the list Goten and Trunks are far above him in power, Trunks with a single Ki held back blast almost killed android 18, Goten posses power not the least bit inferior to Gohan making him far above the androids. Gohan is NOT above end of Z Goku, Goku is stated by Toriyama to be the strongest in the universe by the end of the buu saga. Uub is far above mister Buu, Uub is literally kid buu in terms of strength and we already saw how mister buu vs kid buu went.

1. Goku (SS3 Goku is close to gohan in strength at this point and with 10 years of training. It is obvious Goku is stronger) there can even be an argument made for ss3 goku buu saga > Ultimate Gohan 2. Vegeta. After 10 years of training he most likely surpassed gohan since gohan was not training and probably got weaker. Hard to Imagine Vegeta could not surpass Gohan in 10 years if training 3. Gohan (if he kept up with his training he would be 1st) Tbh only clear answer is Goku 1st. Vegeta being stronger than Gohan all depends on his training and we can only speculate but will not have a clear answer. Im sure Vegeta could have achieved ss3 in 10 years. But we will never know

As usual you are wrong about something. Bejita is not the smartest even if you are his biggest fan. He allowed Freeza and Cell respectively to transform instead of being unfair as he should have been. He also allowed Boo to hatch it's his fault. So do you get my point? He is smart but not the smartest, I think Piccoro Jr. is a way smarter fighter than him. Also putting Good Boo above Oob is wrong. Oob is the reincarnation of Kid Boo, and Kid Boo kicked the shit out of Good Boo super easy. So I doubt Oob hasn't got stronger on potential alone/training off panel/screen. I agree that Gohan is #1 at that continuity, and just too bad he didn't show up to kick Kid Boo's ass. Goku's mistake.

Tori called Goku the strongest by the End of Z. Goku was at 1/100 of his power in Boo’s body, and fought a replica of Ultimate Gohan who was on par with the original. Kid Boo is absolutely stronger than Super Boo. Gohan is not beating Kid Boo 1v1. His Genki was not enough to fuel the Genkidama beat Boo alone. And with that, Gohan had to give as much Genki as he could without dying to fuel it. Goten was also stated to be on par with Beginning of Boo Saga Gohan as well. On Future Trunks being more powerful than that Cell, that was obviously contradicted by the fight. He showed that he can enter a Grade 3 like state as well, and besides that, he was absolutely not going all out. Oob is literally the reincarnation of Kid Boo. That fight just shown how much stronger Goku has gotten, that he could possibly beat him in Base.

And Vegeta is absolutely NOT the smartest fighter in Z. Firstly, he didn’t even train at all until after Namek, and when he did start, he brazenly tried to brute force his gains, instead of properly resting. Goku is a way smarter fighter and trainer than Vegeta. Vegeta even after a second trip into the ROSAT still couldn’t achieve Grade 4, Vegeta himself even admitted that Goku trains smarter and was still stronger than himself in their fight. Vegeta after 7 years still couldn’t even close the gap between him and Goku. And I’m talking without SSJ3 as well. Vegeta had to get the strongest potential unlock in the series from Babidi to only be relative to SSJ2 Goku. Babidi’s power unlock is described to unlock your potential beyond its limits. Elder Kai’s only brings all of it out; not beyond its limits.
