I think Araki just started using lip coloring as a visual expression of mood and personality, and after years of drawing got bored and decided to test the limit of what people will put up with. If the only thing we'd seen of JoJo had been Golden Wind, most of us would be like "tf is this? I'm not watching this." But since we were eased into progressively weirder stuff, we put up with it.
