It is time we bring a law to mandate states and local bodies to have balanced budgets. I just don't understand how states can have deficits, given that they are not sovereign, and do not have influence on monetary policy.

FRBM act is there to do this. 2003 act had its declining to keep fiscal deficit under 3% was 2009 but it has not archive that yet n government of the day keeps on pushing that deadline further and current Target year is 2023 but its very unlikely that we will archive that. It's a disgusting to see people vote for freebies but actually don't realise what they r going to pay for that in future.

@@jayeshnikam2331 there’s a reason for that. Those who get freebies aren’t the ones who will be paying for it! That’s the root cause! The payment comes in the form of currency devaluation, high inflation and higher taxes - mostly paid for by people with money!

@@wokeymcwokeface1974 There is going to be the rise in income level of the people at the bottom of pyramid and tomorrow they or their next generation will pay taxes and yes they r still paying for the freebies as india also has indirect taxes and poor also pays while buying a 1 rupees toffee too. So every one is paying for those fiscal deficit it's just that some r paying more and some less.

Congratulations to all states which are not on the list. Special call out to UP which is not on worst side but probably the best (defying stereotype) on the list. In fact, some statistics for UP suggest positive trends like rising Own revenue. Again big applause to RBI for publishing the facts.

Yes.. we need UP model in Kerala! Karnataka too is getting double engine growth 🙌👏 Karnataka roads and infrastructure are the best in rhe whole world 🌎❤ ! 👌 UP for past 70 years has not much help from Center 😪 and yet has been star performer! UP pays more tax per captia, gets back how much compared to Kerala!? UP can pay 25 lacs salary to Hindi professors with no students with its own money! Not from taxes collected from Deccan states! Government jobs too go to Kerala!? Government grants, schemes and loans too go to Kerala?! Due to racism migrant workers from Kerala are flooding UP not yo mention train full of Bangladeshis(which is a poor economy we all know). Why can't Kerala control its population ? 😒 UP contributed highest remittance of USD! illiteracy is the reason Kerala is backward!

Welfare Schemes = "Daru Party" hosted with borrowed money (pickpocketed by "Babus" and "Netas"). The biggest joke is Mamata's TMC which has the audacity to wish the fate of Rajapaksa to befell Modi. Let's hope Bengal doesn't have to go through Sri Lanka's fate on account of Mamata's arrogance.

The educated and developed Southies are doomed to take care of the Hindi speaking, crime committing, uneducated, dirty trashcan Northies.... And i say this as a Bengali. South India should liberate itself oneday and find it's own way. Don't remain under Delhi's rule it's not worth it, never was. Tamilnadu had huge debt. In last 10 years the debt increased from 30000 crore to 6.2 lakhs crore..tn power distribution had 1.5 lakhs crore debt and transport corporation had 50 k crore debt. This two are major contributors.. Bcz of tn attracting investment this debt doesn't looks big but this is a serious concerns. Hope ptr will solve this puzzle. If not he then who?

True but TN's economy and tax revenues have grown tremendously as well. There are limits to bad spending, that reckoning will come when TN hit it's growth ceiling and it will come in a way different form. For eg: TNEB losses and debts will eat into it's Electricity service delivery. TN state can't sit idle while factory units shutdown thanks to lack of electricity.

WB being a non-BJP ruled state is provided 55.3% of it's money needed from center, whereas UP and MP ruled by BJP is only provided 52.1% and 53.4%, respectively. So, how does opposition say that center does not take care of the states?

It may be because WB may have less revenue collection on its own. It is the percentage(not total aid) of total revenue ( money provided by center + state income) provided by center.

STANDARDISED rules so that there is no arbitrariness in their application, just as there standardised are rule to declare NPAs, insolvency etc. NK Singh Expert Committee recommended states should not have debt to GDP ratio more than 20%. 2. I said profligacy and not fiscal independence. See a dictionary if you don’t understand the word profligacy. States such as Punjab, Rajasthan are in much worse condition than Sri Lanka but are continuing because of Central Government. There has to accountability and course correction eventually. 3. If financial emergency is such a nazist view then why the hell did the fathers of the Indian constitution put it there. 4. India is quasi federal country with a strong unitary government. 5. No government can be allowed to ransack a state’s economy for political gains/mileage. Learn to differentiate between ‘discipline’ and ‘nazism’.

Central Govt should allow asset forfeiture of State govt assets (PSUs) that engage in off budget borrowing. They are mortgageing State assets as a collateral to fund freebies and then depresses the values of these assets. Why should the State still keep the asset? It has clearly shown it can't handle the asset responsibly. It should be taken away from the State.

The most worrying part is that if a crisis hits resulting from their profligacy it will not cause a rethink of their policies and sacrifices like India did in 1991 following our own crisis. They will likely blame others, blame “industrialists” and Centre. Potentially instigate riots to blackmail Centre into a bailout. Unfortunately that just might work considering many of these are frontier states with Pakistan where security card exists.

@@sauravsuresh remittances create a demand boost which directly impacts domestic consumption. It's basically "exports" of services without paying any taxes the problem is the people who are paying taxes on their incomes they're f'ed because they practically don't get anything out of their money.

Just go a visit a local village in Kerala. It will feel like a well developed city with exceptional natural surroundings and good govt and private services. The house you buy for 1crore in Gujrat is built in 20 lakhs in a village in Kerala. My North Indian friends came to visit my village in Kerala. They started thinking I was a rich man after they saw my house and other houses in the village. I am a middle class person. Your Gujrat villages are nowhere close. You will find their is wealth equality in Kerala. Not like Gujrat where few people like adani are billionaire and others are barely surviving.

Development is not swanky buildings or roads it is over all development with respect to Human Resources indexes like public health care, infant healthcare, education, transportation, citizen services, female education and upliftment etc..Gujarat still lags in middle or bottom feeder in these indexes inspite of its commercial achievements, that means richer are getting richer with no upliftment of downtrodden

Congress is ruling only 3 states. All of them have highest debt. So among bad, congress is worst. And Uttar Pradesh tax revenue going up at good rate since 2018. Look at the chart in the end of video. 100% increase in 5 years. Also Bihar is expected on any such list historically.

Kerala debt is more than reported. State started a circus of floating Kerala infrastructure investment fund and borrows through that outside budget. For pension too another corporate is floated to bypass budget provisions. Add that to the gap Kerala deficit is alarming than what the report of RBI says. Yet media is not focusing on the danger even now.

However, this freebie tactic wont work anywhere else, but I think he'll just blame it on someone else.

Suggestion for correction at 12:45. For every one rupee Punjab can spend on capital expenditure, it spends "1660 %" on revenue expenditure (as 16.6 in RBI report is a ratio not percentage).

Punjab also elected a party that's not known for it's fiscal policy. Punjab should consider itself blessed to be part of India, otherwise given its budget, it would have gone down the Sri Lanka route of collapsing Govt finances. Punjab's current budget is pretty bad for the State. Free electricity and free money is the worst kind of expenditure. Punjab can't pay for it's teachers or Police. It's not just penny wise pound foolish, it goes beyond that.

Only solution of this problem is to implement the FRBM act as suggested by Finance commission and also there should be the weightage to the states who will implement FRBM act(performance link incentives). FRBM 2003 act had its declining to keep fiscal deficit under 3% of GDP was 2009 but it has not archive that yet n government of the day keeps on pushing that deadline further and current Target year is 2023 but its very unlikely that we will archive that. It's a disgusting to see people vote for freebies but actually don't realise what they r going to pay for that in future.

It would be really good to compare these metrics to the best states - example: committed expenditure across last 10 states with the top 1 or 3 or 5. It’s difficult to parse what 35% committed expenditure means without having a baseline or an accepted standard.

These states should come to Maharashtra to learn how to maintain debt to GDP ratio. Instead of giving freebies MH has given a benifit to the industry and also spend on capital expenditure that automatically lead to employment generation and taking people out of poverty. Giving freebies is worst idea MH has implemented that fish lesson in it's growth story. thank god that despite having 5-6 party's and tough compition amoung them no one is running behind freebies to win elections. State with good infrastructure(as it takes a huge Money to build it) and such large Economy (it required to give incentive to company's) is maintaing Debt to GDP ratio below 20% is remarkable. Proud to be Marathi.

The debt to GSDP ratio is not the holy grail. While debt to GSDP ratio is important, there is also a multidimensional poverty index which takes into account the health, education and quality of living of the people. This is a reflection of how well the wealth is distributed among the people. MH, GJ have 15 and 18% people who are multidimensionally poor. TN only has 4.5%..

@@abhijeetagale Agree. With a large population TN and MH have done well in HDI. As per the 2019 HDI index, TN ranks 9th (0.70) and MH ranks 12th(0.69). The states which rank 1 to 8 are union terrotories or smaller states with a poplation around 3 crores- much smaller than MH and TN.

After viewing this video I decided to check what percent of GSDP each state gets to spend in their budget (without borrowing). Although, the video already alludes to share of central assistance in the state budget at 23:13 but still I found following numbers more informative. For FY 2019-20 State: Budget as % GSDP (RE receipts without borrowings/GSDP in thousand crores) Haryana: 10.9% (85/780) Kerala: 11.6% (99/854) AP: 11.9% (115/971) Punjab: 16.7% (90/539) Rajasthan: 18% (180/999) WB: 13.6% (164/1207) UP: 22.3% (376/1688) MP: 15.6% (146/937) Jharkhand: 22.7% (73/321) Bihar: 25.6% (152/594) Since, the report alludes to what would happen if each state has to fnance themselves separately, should it not adjust their calculations for the state GDP (which they do in a way but leave much to be desired). In the above list, you can see that if state like Haryana, Kerala, AP and WB to an extent were separate tax earning entities their revenue as percentage of GSDP would be on par with other states say around 15% if we average it across states. But some states receive 22+% of their state GDP as revenue so they don't need to borrow as much money. According to me states like Haryana, AP, Kerala should not be bunched with states getting to spend almost twice the amount in terms of % of state GDP. Should they control their expenditures like any other state? Yes but they will never be at the risk of default the way SL is if they managed their revenue on their own. For example if each state got say around 20% of their GSDP as receipts, their finances would improve by large margin and they would still be receiving lower % of their state GDP compared to UP, Jharkhand and Bihar. Now given that we don't live in that hypothetical world where each state can get equal share from their state GSDP, states need to live within their means. They ought not give vote buying subsidies.

As a Bihari, I had never admired Nitish Kumar's decision to ban alcohol altogether, though I still electorally support him. An approx. Rs. 16,000/- cr. annual loss to exchequer...... Gosh! that's huge for state like Bihar which never risen off its lost industrially viable mining areas which went to Jharkhand in 2000. And that too even when a number of (liquor mafias+administration+corrupt political leaders+lacking public enthuasim) has made a total mockery of the Liquor Prohibition Act. Yet another down side is high RTO taxations in Bihar on newly purchased vehicles. That's pushing many car buyers away. Rubbing insult to the injury..... more and more dole out... subsidies aren't doing any good for the state. A state with highest population density. Scores abysmally low on social indicators. And with a stubborn & myopic C.M. not accepting the reality and hell bent to conduct a caste-based Census, again for political gains.

These are all too idealistic. Democracy has completely failed in plenty of countries, eg. USA, India, UK, etc. 1. Politicians are not accountable to the people at all. And the people don't know how to ask for reasonable things. 2. Politicians' motivation is "what will bring me votes". Most other activities are a sideshow. 3. People often riot for welfare and freebies. Be it reservation for a new group of people or repeal of farm laws. Riots are how Indians get their way. And the demands are never reasonable.

@@shyamraa While this is a pretty good sarcastic comment why do you assume I am supporting UP here?... Obsessed with it or general assumption?... UP has done bad & it's just on the borderline though still has a good chance to improve things. The states I listed like Punjab are 50% almost in debt which is way too high compared to 24-26% of UP. National Avg. is at 20-22%. Most Govt. jobs go to Bihar honestly, not UP. Central Government schemes & loans are distributed equally though it can also depend on who requires it more (in this case UP does due to it's Social Parameters not being the best by a good distance). If you know how schemes work, you would know that in most Center-State schemes, States are the implementing agency while majority funding is done by Center. For eg. Ayushman Bharat is a Central-State scheme. UP has implemented it & even brought out a state version. Idk abt Kerala so I won't comment. Even WB has brought it's own version. Have said it before & again saying it, UP & Bihar need to control it's population. That being said Migration happens in a lot of states. Many Keralaiites come to Delhi for jobs, specially in the Healthcare sector but I personally have never seen them being treated badly (could have happened but I haven't seen), atleast they aren't treated the way UP walas are treated across the country.

Whats wrong in TN?? Third best Debt to GSDP (21%) after MH(17%) and KA (18%) Miles ahead of MH, KA, GJ in multidimensional poverty index, second in list after kerala(Niti Ayog 2021 report). Has the highest GER for higher education in the country at 52%, double the national average. All achieved by providing free meals, bicycles, books, laptops, electricity to the poor. Thats what a good government should do- to take care of the weakest section of the soceity, but do that responsibly. No need for a law to curtail the benefits that the poor get

Very sad to see state of my home state Rajasthan..rich in natural resources, tourism, land and people resources. Should be an asset for the country, but has become a liability. Gehlot and Vasundra are among most poor CMs country has ever got 😢

What nonsense when it comes to debt management AAP run Delhi is the best. WHEN DATA BLOWS YOU AWAY !!! RBI data shows Delhi is the only state which has consistently reduced their liabilities since 2014 (surprisingly Gujarat my home state the liabilities has balloned from 1.88 Lac Crore to 3.54 Lac Crore) too much debt is extremely bad, hurts the little guy. Some debt & deficit is good. Will other parties learn ? Delhi reduced their liabilities from 32k crore to a measly 3.6k cr

@@AkashVora what nonsense, Are you seriously comparing Delhi with other comparatively massive size states ? Delhi is a state by constitution by actually just an urban city with urban population. Even within Delhi, a large area and resources are taken care by centre government. Does Delhi has to create 500 km highway to connect cities or the large rural population to feed ? Does Delhi pay for its police expenditures ? Delhi is just like Noida, an urban city in UP without the stress of the whole gigantic rural state land mass where the actual expenses goes with very less revenue coming back... It is a shame that Delhi state govt is still under debt with revenue coming from whole urban population...It is just due to bad policies by AAP party like free electricity, free water, costly enormous long ads on TV, radio, phone(i stay in Delhi) that it is still in debt...Else such a small population and land mass and higher earnings options, Delhi would have been surplus State...AAP is giving these freebies from state revenue not from its party fund......fooling law loving population and benefitting thief and lazy lurkers...what A fun 🤭🤭🙃

Bengal which produces most highly literate economists and Bihar with plethora of IAS officers surely can get right advise and people to implement... Again... 22% of power losses happens in discoms because of poor infrastructure. To compensate that loss they sell power at higher prices. States instead of rectifying the infrastructure, gives discounts to people. The problem is as time will pass the loss will be even higher and govt will pay more for the freebies. So rather than rectifying the problem, governments are happy applying bandaid.

Being a Punjabi myself I feel sad for Punjab. But the hole we’re in has been dug by our leaders. Populism, nepotism, red tape, appeasement are all endemic to Punjab and it’s affairs. We spend more than we earn, sell land if we have to in order to buy our favourite cars, criticise and condemn anyone who does anything apart from farming or who doesn’t bow down to our will, don’t want things to improve in farming sector either. Sad very sad, and we’ll blame central government for our plight. #hypocrisy at its best

Hi Shekhar sir, As we talk about freebies and their impact on driving states towards bankruptcy, I would really love to see an episode of CTC on the economics of Tamil Nadu. TN governments have been giving out "freebies" for close to two decades now - Color TVs, Mixer Grinders, Gas stoves, Electric fans, free bus service for women etc. We even have the 'Amma' brand restaurants, iodised salt, bottled water, and cement! In fact, TN was the first state to give free rice via PDS back in 2006 and free electricity. How is the state doing so well on infrastructure, economic growth, and on social indicators despite spurging on "freebies"?

Hi! Kindly see TN finance minister Palanivel Thiagarajan interviews u can get answer for all your questions. Freebies are not a debt, it's an investment. TN leaders from Kamaraj, Karunanidhi, Jeyalalitha focused mainly on Education, women empowerment, poverty eradication related freebies. Poor or middle class people should get few things wat rich or upper middle class can afford this will leads to overall development of the state. An well educated youth or family which came out of poverty will contribute to the society by this we all can get inclusive growth. My Father didn't have Degree but I'm doing Phd with very little expenses from KG, school to Phd level only because of kamaraj and Dravidian ideology.

New law must be passed to restrict the revenue spending upto 50%. And if any case revenue income is reduced consecutive years, the revenue spending shall be reduced below 50% according to revenue loss. Law must be passed to ensure sustainable economy discipline for both Center and state governments

So basically any state that are controlled by leaders who can't compete over development so they promise freebies for votes. They are just buying votes by giving freebies and making the overall development of India hard. The states that are taking measures to not spend out of their limit are left worst off by this. Taking Punjab for example gives a lot more subsidy than Maharashtra, People of Maharashtra are left worst off as they did not get any subsidies. When these states will go bankrupt all states including those who were responsible will have to pay for this, basically all the people from responsible states are going to pay and get nothing in return. The center need to take strict action against these states. They will undo a ton of development that they other states are working on and also bring down the overall development of India. AAP's, Mr. Kejriwal has been an IAS and it really disappoints me that he has become one of the worst politician with absolutely no morals. He knows, he is educated and still for votes he is promising freebies that the state cannot sustain.

He does this especially because he is an IAS and knows that the Centre will have no choice but to bail these states out under different Articles which makes sure that the Union cannot wipe its hands away. Nevertheless, the Union is equally to blame. These are finances and money bills do not need an approval of the Rajya Sabha. They could have always brought in a law to control these finances. However, they themselves benefits from the loopholes when they are in power and hence do not want to fix them.

Lets not forget BJP has been in power in Haryana, MP, UP and Bihar a lot longer and those states are not doing great either. What we forget is the loss to economy caused by corruption by both Congress and BJP. Lets talk about Punjab when AAP completes its terms because we all know BJP can't topple the government there by buying MLA's lol.

Delhi cannot be counted as it is urban area with very dense tax collection that gives a lot more spending power and no burden of rural development. I never said that AAP is responsible for the past, but they are promising even more freebies than past govts. They during election said and now are giving free electricity. That should just not happen. As for Bihar It is an alliance, and taking any decision is a disaster, disaster Bihar is. And more I said that I am more disappointed that Mr Kajriwal being an Ex IAS, still plays this freebie politics, we expect more from people like him.

The difference between the best and the worst on various parameters is not really huge. This means that overall, our state finances are n poor shape. Every state must reign in revenue expenditure, improve efficiency and productivity and increase tax revenues. Of course, these 5 out of the 10 states may be in danger zone bordering Sri Lankan sort of crisis. But overall message is worth noting.

That's incorrect. This discussion was purely about the 10 worst performing major states of India. States like Maharashtra and Gujarat are a world apart. One surprise in the top performer list (we're only talking about fiscal performance, not overall health) is Odisha.

Very precarious condition. Doubtful, whether the government of Kerala is competent enough to take cognizance of the situation, as they are lavish revenue expenditure to please their employees and the pension ers and extravagance by the Ministers for their own pleasures. The government has to stop antagonising the incoming entrepreneurs , monetise the public sectors by privatisation also avoid vaporisation of the state revenue by all means to ensure good governance for the prosperity of the public. Then only , the government becomes successful.

Even after all that poor accounting, state finances look terrible and with little hope of improving. Next time, AAP says free power or TN says free bus travel or RJ reverts to old pension - watch out, next generation will pay a heavy price for it, even if we escape. Ideally, every ratio is to be defined more precisely - denominator and numerator, for better understanding. Revenue expenditure to capital outlay - is it Non-capital revenue expenses (salary, pension, interest on loans etc) as percent on total capital expenditure accumulated over the years (after depreciation) or is it how many times is revenue expenditure on capex spend for the year. Punjab revenue expense spend is 16.6 times of its capital expenditure (meaning little capital expenditure that could generate future revenues) ? High time governments adopt double entry system of accounting with accrual concept, to make it universal. Else, it is bad reinvention of the wheel by govt Babus, just because they are too stubborn or supercilious to learn an easy, time tested, universal, logical system of Accounting.

Lol! No surprises with Kerala. There are downsides to all the remittances coming from overseas. Most people over there have money. Now they are just going on strike and collecting freebies. Mind you, a lot of these people don't even want some of those freebies...but it is coming so they are taking it. They are so politically active that when we hear stories from people who live there we laugh about it. Politics is important but why does it have to be SOOOO important? If even half of them put their flags down and went to work, things might get better. Just an incredibly pretty and ridiculously politically charged state.

While doing this analysis had you put the center as a benchmark your conclusions could have been completely different. The market rates at which states borrow don't hint at too of much of a concern. The importance of capex is often over hyped. If you look at the asset register and the income on assets this realisation will happen. When capex can't pay for itself it is actually revenue masked as capex. The arrangement we have is akin to the Euro. Our states are almost like mini countries but have no control on the exchange rate. This leads to lack of auto correction of any imbalances. Often imbalances can continue to aggravate as better off states benefit and poor states become more poor. With GST regime (tax accruing to the consuming state versus earlier of producing state) some correction may occur. If you look at US, no state is allowed to borrow. The states have to balance their budgets. Ofcourse they do a bit of off balance sheet. It's something we should think of moving to in a slow and gradual manner.

In the US states can issue debt/bonds with legislature/voter approval (not US treasuries though). I wish US states were forced to have balanced budgets. I grew up in Illinois - arguable the worst fiscally managed state.

Many of the union Ministers have swift Dzire or equivalent cars as official vehicle. Meanwhile in Kerala the ministers have fully loaded Innova cars which cost around 35 Lakhs!!! I am surprised why the central government is not clipping such spending habits.

Punjab's excessive borrowing and spending is not surprising to me. All Punjabi's I have seen do not know how to live within means. Frugality can never be a part of their vocabulary. Be it wedding to social events, etc.. Ostentation is their second nature. I am sure Guru Nanak ji did not profess any of these things in Sikhism. Sikhism is all about living with honesty, modesty, humility. Pretty antithetical this is.

@MR SINGH So the only party to elect is BJP. Because say anything about BJP, they provide development at realistic cost. They don't stop development at the cost secularism. God only knows why Punjab elected AAP.
