Off course the Canadian Government will maintain the Rangers to assert Sovereignty. First Nations and Inuit will continue to be recruited..

To join the rangers you need to be a Canadian Citizen. They are in a constant need of rangers though it is ideal to have knowledge of the land before you join it. Typically you'd join the specific ranger group most suited for you. I suggest if you're a foreigner you're most likely best suited not for the arctic but for something like the 3 CRPG potentially.
