I think he is, speed can come in many terms and I feel like in terms of reaction speed pain is faster and rock lee just generally moves faster. In the fight with gaara he breaks the sound barrier many times, putting him at a speed of sound or maybe even a little faster. I don’t really see the speed of pain through movement, but more so reaction.

Lee isn't anywhere close to Pain's speed, even with the gates it doesn't matter. A 30% Kisame clone was easily keeping up with 6th gate guy, meanwhile a non-clone Kisame got absolutely bodied by Naruto right after he got KCM. Since Pain kept up with around at least half of this same nine tails power (6 tails) there's no way you could say he's slower than 30% of Kisame. Meaning he is, at the very least, on par with 6th gate guy in speed. Part 1 Naruto and sasuke were faster than lee at final valley fight, and they ain't no where as close to freaking pain who was boxing with 6 tails kurama, 1 tail kid naruto was maxing sasuke thats faster than lee Sasuke had to use curse mark 2 (a 10x multiplier from base) to keep up with him so its not EVEN CLOSE@@nahh2878

To put it simply, Sasuke copied Rock lee's speed during the chunin exams. Meaning he had this level of speed when he went up against Itachi. To say the least Itachi put him on a fucking stretcher, caught his attack easily (Chidori btw, probably even faster than Rock Lee) Itachi is not blitzing pain, they are relative, meaning whatever happened there to sasuke, would happen to Rock Lee. He'd get his neck gripped by pain and slammed into a wall with 0 difficulty.

Bruh, Kurani is a Leaf Jonin The Leaf is confirmed to have the strongest Jonins of all the villages, so she's pretty strong if you don't have a Sharringan or Byakugan. Keep in mind to become a Jonin in the first place you have excel at all categories. Special Jonin means you only excel in 1 category. The thing is that they literally hard-countered the F out of her in her only canon fight. So everyone's impression of her is that she's weak cause she easily lost to the guy with the literal best genjutsu skills in the series and that's her specialty.

The issue with the power scaling within the Narutoverse is that Kishimoto gassed some of the characters up but we never really got to see what they were like in their prime (Sarutobi for example) nor did we see them in action in many cases (Fugaku, Shisui, a whole bunch of characters to be exact). Kishimoto set up an expansive world that he mainly concentrated on the main characters, the secondary characters got sidelined very early (in my mind this is what happened to Neiji until the 4th Great ninja war). In my opinion Kishimoto should have tried to expand on the stories within the Narutoverse how J.R.R Tolkien did with Lord of the Rings. Although he has done that with the Minato manga if you any of you haven't read that yet (first chapter is out).

A 30% Kisame clone was easily keeping up with 6th gate guy, meanwhile a non-clone Kisame got absolutely bodied by Naruto right after he got KCM. Since Pain kept up with around at least half of this same nine tails power (6 tails) there's no way you could say he's slower than 30% of Kisame. Meaning he is, at the very least, on par with 6th gate guy in speed.
