Thats exactly how I felt when Obito told Sasuke to get the eight tails. Like he was trying to use Sasuke to get stronger but his first mission was to not only get a perfect jinchuuriki but the friggin eight tails. Sasuke died like 3 separate times during that fight and was saved each time by Suigetsu, Jugo, and Karin. And they still failed since they only got a tentacle, which is arguably more Obito's fault since he even he didn't figure out it was a clone until it was too late.

from what ive seen, the akatsuki wanted to keep a low profile until they had most of the jinchuriki captured, since they could easily capture one or two if they worked all at once but that would set off alarm bells that would have villages form alliances to take them down like what eventually happened. they needed to swoop in real fast and take jinchuriki before the villages caught on, which would take lots of planning and scattered forces.
