Löw doesn't nessecarily look at club Performances, but more on Performances for the national Team and Leroy Sane has failed to impress him. He didn't set Things on fire for Germany, thats, why Löw didn't pick him. Counterexample: Miroslav Klose for the 2010 World Cup. He only scored 3 Goals for Bayern Munich, the entire Season, but scored a Major part of the Goals, which earned Germany it's qualification. So despite Klose having a poor club Season, Löw took him to the world Cup, where he scored 4 Goals.

Many Germans were sceptical about the decision to take him into the squad because his club form never was the best. In Peru we drink tea made from the coca plant, the same plant that is eventually turned into cocaine. The plant is completely legal in Peru because it's nowhere near a drug when it's just the plant. The coca plant however contains the chemical that they found in his body, so they thought it was cocaine. Spencer Sane is a perfect example that it’s not only about how you play for your Club team. Maybe your performances for the national team are even more important! Sane played 12 games in 2 years for Germany and had one single assist and no goals! Sané hasn't performed in the national team so far and Löw wanted to have 2 players for each position. He's got Reus and Draxler on the right and Müller and Brandt on the left. Although in general Sané has played amazingly throughout the season, he just wasn't able to perform as well as Brandt or Draxler for the german squad. As for Neuer, it has been said that if he goes to the World Cup, he will definitely go as the starting GK. Nainggolan apparently was in conflict with Roberto Martínez, which justifies his situation.

Filipe Luiz is a more defensive alternative to Marcelo. He's a top class left-back as well, he's not Masuaku. Alex Sandro is a great player, don't get me wrong, but he's a Marcelo 2.0 and, for the squad, Filipe Luiz brings a new dimension of options in defence. About Fabinho, he was competing with Casemiro and Fernandinho for a place in the squad, so his omission was not really a surprise.
