I know I'm late but I want to clear a few things up about fatal error incase you were confused; Fatal Error is able to see through any of the X-Event character's code, and only targets X-Gaster. He wanted to kill X-Gaster by targeting him through Cross's code. Remember what he said in one line; "DON'T HIDE BEHIND YOUR WORTHLESS CREATIONS. NONE OF THEM WILL SAVE YOU FROM ME." Fatal Error has full on intention to kill X-Gaster, like I said before. And the final line Fatal Error says may hint towards Fatal Error's return. "YOUR POWER. YOUR DOWNFALL." Fatal Error is well aware on how X-Gaster's "Overwrite" ability will lead him to his downfall. Fatal Error possibly plays a much bigger role than we think, and might return if Jakei has the sanity to animate him again, lol. Other than that, What does this mean on the power scale? Okay, well if we were to put Fatal Error's power against..Let's say all of the X-Event members. It's not CONFIRMED CANON, but it's possible Fatal Error would be able to easily take them down. So..Yeah. Fatal Error does seem to play a bigger role than the episode lets on. That's all of my rant. have a good day/night.

Why cant XGaster just make ink a new soul? He did it for Chara, and a DT soul at that

I believe it's a part of his manipulation against Ink. He's basically using everyone around him as puppets, even indirect puppets like XChara and, to a lesser extent, Sans and Ink. By keeping from Ink what he truly desires, XGaster keeps Ink attached to him and keeping him in line.

XGaster's creations, when translated to Ink's paint, for example the auto-refilling vial, are made from pain - Ink realises this when Fresh forces him to try that vial in 0.7p1. Also, Ink was created without a Soul, so we don't know if he can actually have one. If he could, then it's likely XGaster would have given him one back when he was still a good person in XTale Timeline 1

Also, DT is sort of an exception. While he can reset Chara's SOUL to have full DT instead of half, he cannot create new organic ones - he brings up the fact that Frisk had to settle for an 'artificial SOUL'
