I'm pretty sure he's actually a parody of Dr. Evil from Austin Powers with his short stature, scar on his eye, use of a revolver instead of a laser gun, the type of suit he's wearing and to top it all off; just like Dr. Evil he was cryofrozen for decades before making his next appearance in the next part of the series he was featured in.
