I think you really put your finger on it about the tempo, not only of the chorus but of the beat. Even Stupendium's rapping is a bit sedate for most of this. Because House ALWAYS wins. He's not worried.

I think my favourite line is "Peace is just a product with a focus test of billions and the test was unsuccessful so we altered its description" because that is a very nice shorthand for what Fallout is about. In times of war and moments of diplomacy there is always the talk of "peace" but our own history is lined with countless recorded and unrecorded wars that have taken millions and millions of lives and Fallout, in the end, is the culmination of all that, of the impossibility of true peace short of annihilation. And as House put it, the focus test for peace failed, so it has been rebranded into "safety" as he says it in the next line. House and the other factions that seek influence in New Vegas and the Mojave Desert as a whole have accepted that constant war and fighting for survival is the state of existence, so they offer and provide safety instead to those who follow their ideals.

Missile Command is the game you were thinking of. I love this song, as I think it is another instance showing The Stupendium being amazing, and pointing to how insane they would become soon after this came out.

The game is actually from fallout 4, it's a game holodisk you can play on your pipboy, i think it's called Red Fall or something like that. It's clearly based on those old games, but it's fitting he used the version in setting.
