I'd have to recheck the manga to see if it's clearer there but it's sort of implied that Grumman rubbing Rebecca's ass was him passing the note to her (like how she put the note in Hayate's collar, and Mustang put it in the flowers). They were being sneaky :> I love the scene in 46 with Ed and Winry face to face cause you can compare it to episode, uhhhh, episode 9? i think? one of his stints in the hospital where we also see them face to face like that, and just see how much they've grown. Like, Ed isn't just taller than her now(tho that's the most obvious thing), the way they're drawn, their facial shape for example, has an older, more mature look to them. And the thing is it happens so gradually between then and now so you don't even necessarily notice.

Re: General Grumman giving Rebecca a little pat - that wasn't all that it seemed, ie where do you think Rebecca got the note to give to Hawkeye? At each step they say who to pass it along to until it get to Mustang 🙂
