Contains no spoilers: Danzo is a man who will try and keep the village safe by any means. He wants to keep Naruto away because if the Leaf Village loses Naruto then their greatest weapon is lost. He's also very power hungry because he's stubborn and demands he gets his way. To him, the end justify the means. Where the 3rd Hokage tried being peaceful in most altercations, Danzo wanted to eliminate the threat so there were no more altercation or risk of surprise attack. They both want the Leaf Village to thrive, but want it to go in different directions.

Danzo's perspective was mostly that Naruto wasn't ready, I think. He was wrong and he absolutely was trying to undermine Tsunade, but I think that's what he believed. In his twisted ass mind, locking Naruto up would be securing the strength of the village by brainwashing Naruto and turning him into a weapon. He views power he can't control as either a threat, or not fully harnessed. Ultimately he thinks he's the only one who can keep the village "safe" and to him safety equals having every power center in the village under his fold.

I don't think so. I think he was just supposed to return when he was done, and that was that. TBH, I think Danzo wouldn't have cared if Naruto had mastered Sage mode or not. His goal with him is to have the 9 tails under his control, and until Naruto was trained in the matter he personally saw fit he'd still be "not ready". Or at least a resource that wasn't being "properly" used.

I always saw Danzo's decision this episode as believable, as far as he knows Naruto coming back would just be him basically handing himself over. He doesn't believe there is any way he could have surpassed Jiraiya so soon, and he's not as strong as Jiraiya then he'll lose, its better to have him stay away and train until he is stronger.

Yeah on this point, i am actually agreeing with Danzo. The Akatsuki wants the Nine tail, making it impossible for them to get it seems like the best option. Specially when you consider that it was far from a sure thing that Naruto would win against Pain, and would have lost if it wasen't for the Kyuubi and talk no-jutsu. Jiraiya was stronger then Naruto before he went on that training trip. To be frank the damage Konoha suffered wasn't even that bad, until Pain decided to flatten it. And i can see the sense behind keeping ROOT out of the battle so Konoha still have a millitary force there is intact, in the aftermatch. But he should probably have gone out into batlte himself with a small force as back up, to minimize the damage. He was the strongest person Konoha had inside it walls when Pain attacked. But the really weird part is that Tsunade agree to do the same latter on, when the 4th shinobi war starts.

Danzo's rationale for killing that guy was because to him losing the ninetails to the akatsuki is about the worst thing that can happen. So he sees Naruto staying away from the village as the best means to keeping the Akatsuki from getting him. With regards to having Itachi kill his clan it makes sense because the Uchiha were going to attack the village anyway.

After Jiraiya, this fight is another one that cements just how terrifying Pain is. It's such a fantastic set up to Pain vs Naruto. Pain is levelling buildings and killing indiscriminately. Even though nobody in the village knows the full extent of Pain’s abilities he would eventually get Naruto’s location out of somebody. There are four moments like this where a number fans say; “Well the story may frame them like they’re in the wrong but they’re actually right.” My response will always be; NO! Especially when you consider that letting Pain trash the whole village and kill loads of people was part of Danzo’s evil plan to usurp power. And those two idiots fell for it by not taking into account that Danzo never suggested an alternative to dealing with the problem. At least when they went along with his Uchiha massacre plan they were trying to stop a civil war from starting. Also fuck Danzo! And the good intentions motive; it’s a convenient lie he tells himself and his brain-washed followers. He only wants to run things his way and possible for the worst reason imaginable.
