Guy has two names (Guy and Crimson), when a monster gains a name they become more powerful (Veldora mentioned this when naming Rimuru and receiving the name Tempest). For Diablo to match Guy, Rimuru would have to give Diablo a second name, at least so far where the Anime is at. I have no doubt that Diablo will eventually surpass Guy at some point regardless but it's not the case currently in the anime.

Before I learned about the Rudra thing, I always theorize that Veldanava reincarnated as Satoru Mikami, but because of the rules of that world he didn't reincarnate with his memories and abilities, the sad part is I think he did all this just so he can reincarnate and find his long-lost wife Lucia who sadly I think reincarnated as Shizu do I think Soul was fragmented and ended up in Hinata and Chloe.

For example, Rimuru, his soul is strong enough to survive across dimensions and is reincarnated as a slime with 2 unique skills. And now, he even has many ultimate skills, indicating he has enormous soul quality. Another example is Mariabell Rosso, just like Rimuru, her soul is strong enough to survive across dimensions and is reincarnated with the unique skills of the seven deadly sins series. If she doesn't die, I'm sure she will become strong in the future (She can't really control her unique skill because her body is still young.) Mariabell has great soul qualities, because in her previous life she was an influential person. Now, the question is... How can Rimuru, who is just a salaryman, have such great soul qualities? Well, Veldanava created everything in Exsistence using his Powers and Wisdom and What are Rimuru unique Abilities, they are Wisdom King Raphael and Absorbing power of Beelzebub. The Words of The World or Voice is different than great sage. The Skill great sage copy the Words of the world’s voice in order to communicate with Rimuru. They are two separate entities. His skill wanted to communicate with him so it used that as a reference. But they are not the same. Great sage was a op skill. Why during the harvest festival it kept trying to evolve the Words of the world kept denying it ( not enough soul power) So it made a sacrifice in order to evolve and it got that sacrifice back after evolution.

That's not much relevant, he still have ways to hurt Rimuru. Ultimate skill is just an automatic process to reach the ultimate lvl, but some magic are also on the ultimate lvl, and even normal attacks if pushed far enough with strong will power can reach the ultimate lvl and hurt ultimate skill user. Regardless, even anime Diablo beat Guy which was said by Guy himself in Vol11 chapter 4, cuz no matter what you do to Diablo he'll always come back like a cockroach, you can kill him, erase him, he'll just come back Infinitly till you run out of magicule.

It's pretty heavily implied in the last few light novels that Rimiru is the reincarnation of Veldanava that everyone has been wondering why Veldanava never came back. Especially when Rimiru absorbed Justice King Michael that only wanted one thing, to return to Veldanava. Michael's last thought after Rimiru absorbed him was that he had finally achieved his goal. Michael clearly realized that Rimiru had Veldanava's soul after being absorbed by him. Velgryd and Guy also suspect Rimiru might be the reincarnation of Veldanava. And Dino also says that he hasn't felt as happy and satisfied working for Rimiru as he felt serving Veldanava. So it's pretty clear that the author is hinting that Rimiru is Veldanava's reincarnation.
