Also you could make the argument that a presidential pardon would not absolve him of all his crimes, given that Mousait charged from the perspective of the Galactic Government for Rick's 2 counts of Treason.

That first part, he didn't just drive under influence. He flew! Which 1. Constructing your open airplane isn't a crime, failing to register it is. 2. He didn't fly alone, child endangerment 3. If he had pilots license, it's revoked, if not, flying without a pilots license is 3 years + up to 250k in fines depending on things like how high he was above residential areas, what planes had to redirect because of him taking up airspace, etc.
