I would have repaired that 1/4 panel no bother ,cutting into the shell to remove all that spot welds you’ve drilled through creates potential rust spots with welding the 1/4 on .plus your going to be filling the new 1/4 . At least people get to see that the repair procedure to remove and refit a 1/4 is a very big job and is a job for a professional
