The context of the lyrics refers to the parable Jesus tells regarding the shepherd, who having lost one of his 100 sheep leaves the 99 he has to go search high and low for the one that is lost. Considering the risk posed on the 99 by the shepherd's actions, some would consider that reckless behavior by the shepherd. However, the love for the lost one is so strong that the shepherd doesn't care what anyone thinks....he must save the lost one from destruction. God is not reckless, but his persistence in saving those the world has rejected is perceived as reckless by others.
