According to appendix IV of petrol pump dealer chayan states that "i also affirm that during the tenure of my dealership i will not take any employment in private sector and draw any salary /PERKS/EMOLUMENTS from state / central government.

I don't think that online reconstitution can be done. It requires physical presence for signing the document.

There are various factors like Credit offered by these dealers, the transporter has arrangement with dealer, the transporter has given them fleet card which is acceptable at this retail outlet, the dealer is ready to adjust with driver etc etc.

The petrol pump are generally kept sealed due to some dispute with dealer, adulteration case pending in court etc. Such petrol pumps are generally not offered for operation. If the case if resolved then you can have it by means of COCO operatorship or Ad-hoc dealership.

You can give lease to OBC friend and upon his selection get yourself inducted into dealership with 49% partnership. This will be there for next 3 years then your OBC friend can resign so as you have 100% ownership. But still the land will be in lease with your friend which further will be leased to oil company.

In open CC1 category any one can join as partner but the incoming partner can go up to 49% only. After 3 years of partnership the original dealer can resign so as incoming partner can become 100%.

The application you must have submitted to the respective oil company office. So the status will be known from them only. I don't think that there is any online portal for this.
