The notes are in the MIDI file which you download from the link in the description, the synth is Serum.

Not a sample. This ascending synth wave pattern is common, besides, Fly Like an Eagle multitrack stems aren't available that they could isolate the part to use in the song.

Person learns legendary producers are also great at sound design: Mike has also said himself he played these individually, wasn’t just an arp preset like someone on twitter tried to say to him, he played these.
