@@gorsyy I found an old post from GameFAQ from 2011 saying that someone had the enclave attack them during Hoover dam battle, I’m not sure how valid that post is but it give me hope that it’s possible

I remember seeing a clip or a post where someone had them side with them NCR but sided with Caesar, if memory serves, they showed up on Caesar's side of the Dam, wasted the Legionaries, and called the player a murderer when they attacked the NCR but didn't become hostile. I would assume same in reverse, but I haven't personally tested either and it's been a bit.

I only played new Vegas once and I didn’t even get the remnants because I didn’t know what I was doing, but if I was gonna have them fight for me at the battle of Hoover Dam, I would join the Legion or the NCR or I’d have them for a truly independent Vegas

I got this, but only because I found out about it from the internet. The first half of New Vegas is great, but after dealing with Benny my interest just dries up. I have no stake in the fight over the Dam and the Mojave, so why should I keep playing when it doesn't matter to me? I'm fine with going back to delivering post, thank you very much.
