Fossil fuels are predominantly from plant matter, predominantly from algaes. So you want more algae. So algal blooms. So dump as much industrial waste as you can. The fish will all die when the aerobic algae sucks all the oxygen out of the water. But the algae will grow really well momentarily. And a lot of them will die and sink to the bottom of the ocean. Do that over and over for tens of millions of years then you know exactly where to out an oil drilling platform!

Aqua311 He was smarter (or more alert) than Church and Tucker the first couple episodes he was in. Then he got traumatized from Sheila killing Church with friendly fire, was in an explosion, andvgot hit in the head with shrapnel. And he was still making off-color jokes with Tucker until Omega moved into his head. Caboose wasn't always damaged goods.
