On debuffs, the only possible example I have to help out with this discussion is that I had an alliance member who was trying to kill a B15 with just under 1.8m cav, and he would take wounded. One time I sent my main monster hunter combo to his rally (Theo & Beowulf), which has very high monster defense debuff, and he was able to kill it with no wounded. So we tested again without my main combo, he took wounded again, I sent my main combo one more time and he took no wounded. I only sent 1 T1 mounted troop to the rallies. This was in the last month or so, I think it might be taking the best debuff on monster rallies now, I'm not sure I would be able to test pvp rallies at this time, but could try in the future.

You are right, this is known for monsters. PVP is what is unknown. There are just so many variables

From testing that I have done, a scout will tell you one thing, but do an attack and you’ll see some of the defending/reinforing buffs change as then the troops are actually engaged. This is where I have seen ‘marching attack’ buffs apply in an alliance city for example - I don’t know if it will apply in a keep. In a scout you may not see a difference; but attack it and you’ll might. If I am attacked without rein, by siege, and then again with siege rein (some siege HP debuff on weapon or Pallas), my siege HP debuff will increase with the rein
