Cop admits they can't close the road or footpath because people still need to go to the other businesses down there. Cop says they give tickets to everyone who passes it. Harassment - Means to subject someone to constant and repeated physical and/or verbal persecution. Alarm - Means a frightened anticipation of danger. Distress - Means to cause trouble, pain, anguish, or hardship.

Harassment alarm and distress as a sec 5 offence,also needs the qualifying criteria, of" by threatening and abusive behaviour". Harassment alarm and distress, is nigh on impossible to enforce without" threat and abuse". Cops are quick with H,A.D, but always" forget" ( like telling of BWC being on) , the threat and abuse qualifier. Strange that..........
