Rumple keeps his deals, but sometimes he keeps them in interesting ways. My guess is that at this point, he had some plan in mind for Zelena regarding Baelfire, some ironic twist that would stick it to her. It didn't end up working out because of later events, but I'm quite sure his 'understanding' was not what Zelena thought it was. She killed Bae, and you just don't do that.

He finds loopholes and he is cryptic plus , he is one of the most selfish OUAT characters( besides Cora and Hook perhaps . I don't think Regina is selfish but she is definitely problematic many times . Remember he manipulated many for hundreds of years and he really exploited these people if they tried to take a different route . Even if Regina started to make different choices when it came to Rumple , he would have made sure that she became EQ in the end . From Snow , Emma , David , Regina and heck even Cora , his pawns are many .) , this is what makes him really scary . I would not have minded if he killed Zelena or did something to her . Zelena was the most annoying being on this show .

If it wasn’t for Zelena giving him the idea Neal wouldn’t have died, but no she didn’t directly kill him.

There's a scene where she's about to ride away, leaving it all behind, after they push Cora through the mirror, and Rumple is able to tempt her to stay because she's discovered that she loves power. I never said Rumple was innocent, only that Regina is still guilty.

Jackson technically Regina is only 8 years older than Emma. When the curse was spelled Regina was 36, Snow and David 28. And they all were frozen in time for 28 years. And the step thing is just crap. I mean Regina at age of 18 was forced to marry the man that her mother couldn’t marry (Leopold was old enough to be Cora’s father= old enough to be Regina’s grandfather.) Between Snow and Regina there are only 8 years, si Regina never really became a Mother figure for Snow.

Jackson remember season 3? They said that Baefire and Hook not only meet each other while they were in Neverland (Bae was living there and Hook worked with Peter Pan) but Bae actually spend a lot of time with Hook and his crew in his ship (knowing that they both spend about 100 -200 years in Neverland a lot means many years). So Hook and Bae had a much closer relationship than Snow and Regina (they were more father-son than Regina and Snow were mother-daughter, Regina hated Snow since the beginning and there are only 8 years between them. A 18 years old can’t be the mother of a 10 years old)
