The BEST way is to contact the tire manufacturer to determine how much is available. I use a 5-6 32nds. rule. That keeps me safe. If you have an old unusable tire laying around,you can experiment to see how deep is acceptable. BTW,those tires are still on and performing fine. They should go most of the year,so I can replace them just before winter. They do get a bit slicker this far down in the rubber compound. Not dangerous,but be aware.

No, because you can easily see and feel when you start to get into the steel cords. And if you are hitting the cords,then you are already too deep with the cut. I try to stay 3-5/32s above the cords.
