Relative Estimation

I think the estimation it's the key of project's success, and who has to perform it. Hopefully Scrum allows Relative Estimation from Dev Team.

Great explanation. But then how about contract based project when time and cost had already been estimated?

When time and cost already have been estimated - how often do these numbers actually prove solid? How often do you jump into a "death march", sacrificing quality to meet an arbitrary deadline, just to discover afterwards that suddenly more time and money are available? In such scenarios, the solution does not lie in the method you use for estimation.
