Is your horse rubbing their tail even after you have washed it, conditioned it, dewormed, and cleaned their sheath or their teats?
The issue is often because their hamstrings are tight. See the my video on RedFLags, Dents and Dings too.
A horse can massage their tight hamstring by "rubbing his butt" on the wall or door of a stall. Or whatever they can find to rub the points of the buttock, aka ischial tuberosity.
The tail is unfortunately in the middle of the quest to release the stressed hamstrings. Tight hamstring will cause misalignment of the pelvis and posture and mechanics of the horse, human and dog.
