Is Sheikh Javad Shomali saying that a person doesn’t really have to say his/her obligatory prayer? The reason being that prayers are not necessarily beneficial for everyone???

Salaam alaykum, no I didn't say that. I am saying we are told by the Qur'an and ahl al-bayt that prayer that prayer is there to a serve a purpose. If it is not serving that purpose, then we need to fix the situation. We need to find the way to gain that function.
