Removing the cat and active exhaust flap from my 2014 Harley Davidson Electra Glide, Part 3

What does that exhaust flap do? What is its function?

Sorry for the late reply I just noticed the comment, the exhaust flap in my opinion is to reduce exhaust noise at low RPM, So that they can pass the drive by noise test, some people say that when it is closed at low revs it makes more torque but I have never noticed any difference on a stock motor with it removed or disabled.
