I recognize the scenery in this video. I drove my father-in-law’s car in that area in July/August and ended up renting a car and drove down to Toroko.

For all the compagnies that I checked at the time it was. Perhaps you can rent one on the individual market (and not require one) , but then i think insurance and so on will be more difficult. So i would always suggest going to the proffesional market. I'm not sure what country you're from, but in Belgium an international license is relatively easy to get (if you have belgian license) and it's valid for quite a few years.

Hi Uturanku ! We did not yet, we hired ours in the centre of Taipei (close to northen gate) ! I generally suggest to do as little as you can in a an airport as generally prices are more inflated there. However, There are 2 exceptions to those rules: i) if you plan to move directly from the airport to e.g. taroko or ii) if the company that you reserved your car with has an office in the airport. Hope this helps !

You can't expect people to speak English in Taiwan.

Perhaps we did not express ourselves correctly, we don't expect people to speak english and we meant no offense. We just found it more likely that they do as compared to for example mainland china. In our case (since we speak chinese) this isn't generally an issue, but we did notice that more people spoke english as compared to our mainland china experiences :)
