TCAP was made to catch guys like him and why we need stricter laws for people like him. Westerbeck is the prime example of what's so horrible about these guys. He violated his niece, pleaded guilty and ONLY GOT 11 MONTHS! He did it again and an additional 9 MONTHS! Granted this was the 4th investigation and the 2nd where police were actively involved but it truly shows how necessary TCAP and Chris Hansen were to get justice for victims. Westerback is definitely one of the worst predators they've caught. He has all the traits. No remorse for what he did as he gladly did it again. No respect for anyone with his classic line 'Well I'll watch you' after being told to wait. No self-preservation because this was before he went to prison for the first attempt. He was a budget analyst for the military which is a great job. But he threw it all away because his attraction to minors was stronger than anything else.
