If I remember right, I think Kilburn, the one who is doing much of the coding in Repentance, explained that a lot of the delays are mostly on himself because he keeps finding more stuff to add in and it keeps being a larger and larger project, and has actually said that if anyone should get the blame about delays, it would be him instead of Edmund. I think I saw him say as much, but my memory is kinda foggy.
