It is "shoddy work" to use white cement to fix the tile. He likely also used the same thing to fill the gap between tiles instead of using proper grout filler that does not shrink after it dries and hardens. Cement used as grout will shrink when it dries. It will easily come off and the gap traps dirty. He also did not use the proper trowel to place the cement behind the tile so it will not be even and the tile will sound hollow when knocked snd will easily crack. Construction and renovation work in Singapore is done by basically unskilled mostly foreign workers. That is why SHODDY WORKMANSHIP is the norm in Singapore. Contractors want to finish fast and/or use the least amount of materials. Many do not have/use proper tools and/or not trained to use them. Work quality is not a priority.
