If they are allowed to continue down the path they are on of voter suppression and gerrymandering districts they can win elections with a fraction of support. The presidential election is already decided mostly off the back of tiny unproductive rural state populations which allows a win while losing the popular vote by millions of ballots. If that is allowed across the entire spectrum of politics the GOP has zero incentive to ever change policies. They will win by appealing to the racist core of rural America.
