Hispanic women, and sometimes men but mainly women, whose married name is , at least in New England, have more than one last name. We live in Middle Tennessee. Prior to that, our two sons were born in St. Louis, Missouri. I got certified birth certificates for both of my sons. My eldest son fell in love (and she with him) with a girl from Belgium (foreign exchange student). We allowed him to follow his heart to Belgium (he’s been abroad since 2002) where he earned his college degree. In 2007, they announced they wanted to register as an official couple, and they both returned to the states for Thanksgiving with a list of documents needed by the Belgian government to make this happen. I mailed two copies of my son’s birth certificate to Missouri. When the envelope came back, everything was returned with a letter stating the death certificates were no longer valid. I then called and learned the state legislature had passed a law stating that all birth certificates had to have the state seal because of Homeland Security. Do you feel safer? I paid $167. to get both sons’ birth certificates reissued with the state seal. So, one might have a valid certificate that might not have the correct stamp or seal. Another thing to check. Another possible obstacle to registering to vote.

Here’s another adversely affected group: military babies born abroad. If you are such a birth, your birth certificate may read APO or the country of birth. What does one do in that case?

Military babies born abroad don't use the local birth certificate per se. Instead, the US citizen parent(s) apply through the nearest US embassy or consulate to register the birth of the US citizen abroad, and the State Department then issues a document (its name and number have changed a few times) that the person born abroad can subsequently use as certification of birth. Any US citizen who needs an official replacement then applies to the State Department for the necessary certified copy.

I live in the boondocks and there have been times when I didn't have a working vehicle, and I can tell you that seemingly simple things like registering to vote can big deal. A Real I.D. should be admissible because you are required to have said documents in order to get one. Everyone is required to have a Real I.D. by the end of this year. DMV does Federal background check as well. I thought that was the whole idea behind it.

There are people especially older people who were maybe born at home that don't have birth certificates, or maybe their parents were in the military and they were born in another country, they may not have a birth certificate. It is easy to judge when you are younger and aren't aware of other circumstances.

Many people similarly to most countries do not see a need to have a passport or driving license and in a lot of cases especially in young people, home bills would be in a parent or guardians name. There are many reasons why people would not have these types of ID's

If you have changed your name and have a current passport, you can have the Department of State to stamp in the passport that you have had a name change with your new name. Thant way when the passport expires you don't have to go through new paperwork. Also, you can request to keep the "stamped" passport as proof of name change.

Why is this such a problem for USA? Here in Finland when we are born we get our ID and social security number. This is the proof of citizenship as well as already "registers" us to vote. We also allow people who've lived in the country long enough to vote in all elections.

I was born in a so-called third world country and even there babies get an ID (with biometrics) when born which is later changed for the real ID when people turn 18, they’re automatically enrolled for voting (which is compulsory) and there’s no social security number, your ID is all you need. Can't remember if it was the clerk at the courthouse when we got the license, or someone at Social Security.
