When I first arrived in Makati after working as a contractor in Iraq in 2004, the traffic was much lighter and your average Filipino didn't have a car for the most part, public transportation was more common. Later I moved to Olongapo, and it was so much fun driving around on my scooter or in my 2nd hand Mazda I could go anywhere without traffic. In 2008 they opened the SCTEX bringing so many people to Zambales for the beaches. My good friend is the loan manager with BDO, and explained the problem is the banks. They made it very easy for people to get vehicles regardless of whether they have a parking spot. My mechanic friend bids on repossessed vehicles, and literally hundreds of thousands were taken back by the banks due to nonpayment especially during the Covid lockdowns. So, the problem is a combination of the banks flooding the market with vehicles, and the government not making sure the owners have a parking spot. Yes, they need to pass a law and then the roads need to be cleared once and for all.

The best way to see action in a specific area is by placing a complaint through the 8888 hotline or website. Ideally, your local enforcers would take action, even without a complaint. But for now, 8888 is really the best option.

Yeah it became a common thing for people to convert their garage to an additional living space. House Bill 31 was change that mindset and set the correct expectation for people to have a proper parking space.

Maybe stop impounding and start destroying instead. No license, vehicle gets destroyed within 24 hours. 2nd violation, instant 2 weeks in jail. 3rd violation, 90 days in jail. There are laws and laws here in the Philippines, they're just words on paper if the people blatantly disregard them and the government does nothing to enforce those laws. Be honest with yourself and look at traffic in Metro Manila, you ask yourself if the majority of Filipino drivers are following the laws. When you see people with illegal lights, wang-wang, etc... You ask yourself if your statement is true. When you see drivers blocking intersections and doing illegal counterflow, ask yourself again if your "hope" is an honest assessment or fool's gold. Look around you and see the truth. It's the only way that anything will ever actually change.

It's illegal only if it obscures the numbers and letters on the plate. Clear plastic or glass is fine. If it's tinted, that's illegal.

It seems like many of them had grills, at some point. Maybe they just stopped replacing them because of theft. Although saying that, I have seen some newly constructed sidewalks and they're completely open. So it seems like there's no real standard. I've seen people literally smashed concrete, just to steal something metal that was put on the road or sidewalk. So it really is a challenge 🤦‍♂️

With a very limited land, it doesn't need a genius to think that parking space should be a requirement when acquiring a car/vehicle. Influential people could be lobbying against such law.

That's why I'm not certain if House Bill 31 could really push forward. There's a lot of wealthy people who own multiple vehicles and have no parking at all. They rely on the sidewalk and road for all of their cars. It's quite possible that such a bill could face significant opposition, or simply lack support, from influential people, because of the convenience factor. But still, we should put faith that the justice system and lawmakers are focussed on what's best for the country. And hopefully that would be enough for this bill to be given serious consideration.

6:11 Look at that part of the sidewalk in the background. The owner of that driveway modified it into a sloped ramp for HIS convenience, to the detriment of pedestrians who might slip on that steep slope. That should not be tolerated. That ramp should be removed and the sidewalk levelled ! If he wants a slope, he could only place it on the setback, or easement, but NOT the sidewalk.
