Even if you as an individual are accustomed to snow, the local/state govts have limited resources.

Yikes! I have family in the south, and they simply don’t know what to do when it snows. I feel so sorry for the elderly who have no electricity or heat. Here in “Snow country,” we are always prepared, but we had no snow until yesterday. Unfortunately, our temperatures have plummeted to more than 13 below, The windchill is just bone shattering and I am just so grateful to have heat, I-pad, books, a recliner, a heating pad, and a nice fuzzy warm blanket. I think I’ll just wait to go out until the temperature gets above zero!

yeah, actually it's better if you have snow when it's that cold. It makes for great insulation and keeps the cold from penetrating the ground and freezing water mains etc. I've lived through that in several places in NYS.

I’m in NC and my son is 11 almost 12, we haven’t had snow in 3 years…he really doesn’t have memory of it but he will of this one I think. We don’t live in the city, rural country area…he is loving much of the space to enjoy the snow

In the south we just count snow (of any amount) as a day off. Besides, some cities have tried to store salt and sand for a decade waiting on the next storm. Not worth it.

Funnily enough, this is a cause of a global warming. Essentially a warmer arctic gets a little freaky and sends its cold air further south. Instead of wind currents staying in a nice circle around the arctic, the currents undulate causing cold air to push further south. So no, this is a sign of global climate change.
