I'm kind of confused of the purpose of having a licensed nurse on call or on staff? A nurse cannot bill for any services independently. In that case, wouldn't a home health nurse be needed under the persons insurance to provide nursing care?

For this particular video I did, you need a nurse because clients are coming out of the hospital and may need some type of medical care.
