What he points out is that the adoption of ATSC 3.0 can be a conflict of interest for tv stations. If they are getting more money from retransmission fees their incentive to adopt 3.0 is higher. It gives them a very real potential "club" to make OTT less attractive and drive viewers to become streamers. (as they move all the quality product to encrypted DRM or just to streamers. If legislation isn't written to encourage or force broadcasters to make OTT open they most assuredly will CLOSE it by DRM and moving behind the very real paywall that 3.0 gives them.

What do the people get when the governent let the networks *_"streamify_* OTA TV? Given they all have their own streaming apps already! Remove the DRM, people own the frequency spectrum. If they don't want it to be recorded, they can move it to the apps.

The sad thing is that the younger someone is, the less likely it is that they're even aware that OTA TV is a thing. And when you tell them about it, they'll either ask why you don't just stream it, or think that it's piracy somehow because you're not subscribing to the channel. Not even joking. There's a huge generational gap at work.
@japzone

Heck, even older generations don't realize there's still free broadcast TV, thinking that everything became cable, satellite, and now streaming. I was helping an older friend setup their new TV with a Roku and Netflix, and they were amazed when I showed them that I could shove a paper clip into the RF jack on the back and magically receive HD TV channels. Though they were more enamored by the 480i channels broadcasting reruns of classic shows they grew up with, they still ended up going out and buying a cheap pair of rabbit ears afterwards.

It's obvious that with more and more cable subscribers canceling everyday the local broadcasters are looking for ways to regain the lost rebroadcast revenue. Once upon a time local broadcasters were supported by ads. Then Congress allowed them to charge cable companies rebroadcast fees. Then live TV streaming services started up and local broadcasters went to them with their hand out to get rebroadcast fees from them as well. With cable dwindling, the ASTC 3.0 standard gives them the ability for the first time to charge over the air users to watch. They are hoping that will fill the gap left by declining cable TV revenue. They can now use the ASTC 3.0 standard to enforce viewing and DVR rights on over the air viewers. And while an internet connection isn't required by the standard, local broadcasters can require it to aid in enforcing what you can do with the signal, be it view over the air, DVR a program, or view a program on a remote device. The way it stands now unless Congress or the FCC act, consumers will be getting the raw end of the deal under ASTC 3.0. Get ready to say goodbye to unrestricted free over the air content.

The Senate letter reads toothless. Also, the industry facing new hurdles is not MY problem. Allowing DRM in the standard is the camel's nose under the tent. The watermark, or "bug" is for ownership identification, -simple. This is a national standard. Therefore OF COURSE market forces will make it a paywall. If DRM is broadcast on FOTA TV, it's goodbye antenna and damn you FCC for wasting our TV bandwidth on FOR PROFIT content. The airwaves are ours, not something for you to sell to the highest bidder.

Great video on this topic. There are several methods of encryption that can be used for tiered paid OTA services down the road. If DRM can be imposed on the back end like this, and tuners equipped with the decryption keys via software update, then there’s no reason to think other encryption methods can be added in later if broadcasters decide to charge for OTA channels. It’s hard to imagine an internet connection not being a mandatory requirement for NextGen viewing down the road, for tracking viewers’ habits, decryption key updates, etc. With broadcasters only required to provide the one main channel signal free (and lobbying the FCC to eliminate this rule, if they haven’t already done so), it’s concerning to think of the possibility of previously free subchannels being offered for a fee.

DRM is meant to kill 3.0. They’re fine with 1.0 because it’s so fragile. They want more people paying into those retransmission fees. Fragile ATSC 1.0, or stable Cable TV? That’s what they’re pushing. In my area WSMV launched several LPs to cover 1.0. I can get one of them. Seems like, no pun intended, mixed signals. They want to support 1.0, but encrypt a better system. A system that would mostly rid the need for repeaters/translators. In the end the major owners still want you paying them to carry that local station. Perhaps having OTA as a backup. A fragile one.

If certain channels are supposed to remain free over the air, then how are cable companies allowed to charge for them? Tired of everything being half-assed.

I see that the future of broadcast TV could either be local channels being nothing but commercials and news OR it could be news + commercials + years old reruns of canceled shows that were previously found only on a streaming service. I'd like to see broadcast watchers not left behind with programing. As for DRM, it could be used to introduce pay TV. I do not like pay TV and DRM but it could work and I would begrudgingly support it (I wouldn't pay or use any of the pay TV broadcast services ) if it were on the sub-channels for premium content like PPV sports and movies or interactive weather app etc.

It's just a bunch of speculation right now, right now networks are seeing the rebroadcast fee's declining, Comcast was losing just under 7000 customers a day in the first quarter of this year, that's a lot of broadcast fee's being lost from one cable company, not to mention all the other cable companies and live streaming channels losing customers, KZbin TV is the only live streaming service not losing customers right now. On NEXTGEN website they say the internet is only needed for interactive TV, and any upgrades to the device, but regular operating changes can be made over the are, the real problem that encrypting wil cause, is the inability to record, but on demand could be in the pipeline, and this might be why they are restricting recording, it will be like other on demand free services, you won't be able to skip commercials, and that's advertising dollars.

DRM on ATSC 3.0 broadcast is definitely about legally discouraging pop-up IPTV providers, who would not have money to fight a court case. If we assume the ATSC 3.0 DRM is unbeatable, Piracy will just remain the same. Current piracy, for the most part, does not get its content from over-the-air broadcasts. Netflix spends a lot of its resources making sure that only the person that paid for the access gets to see it, but their content is still pirated. Pirates have become so sophisticated that in many cases they beat the online rights holders to premiers. The broadcast associations know all I just wrote better than me. This has one and only one purpose, to ease their legal assault on IPTV entities and other non-conventional broadcast content providers.

I can see it working only if the DRM is a standard shared between all networks on nextgen and that third parties are able to be certified at no cost. DVR could still definitely work just it would be encrypted only to devices that are certified to view the content. Much like how Vudu works with its library. Will be interesting to see what goes down.

I'd like to know how this will affect cross-border viewing in border markets like Buffalo, NY; Detroit, MI; and Seattle, WA.... plenty of Americans occasionally watch Canadian stations for their sports coverage (like how the CBC covers the Olympics), and likewise with Canadians enjoying American stations. Will the viewers be locked-out of viewing the other country's signals?

A while ago I thought about buying a new tv. Bigger screen, better picture, hopefully better sound. But then I noticed I don't watch many channels, and have removed several channels I no longer watch. Also, with the repackaging of the UHF band a few years ago, several channels moved their antennas, so I lost more channels. The quality of program content has gone down over the years, to point where I basically watch only PBS these days. Do I really want to buy a new tv to watch a rerun of "the Bachelor", or Judge Judy" in 4 k?

Hate to say it. But this technology is just DOA. I am an early adopter and I can say that ATSC 3 as it stands now is half-baked and should be called off (encrypted or not). Sorry!

I just had another thought, drm keys are an issue for the tuner box’s and all the TVs have them because it’s a lot harder to rebroadcast what’s on your tv, than the tuner box piping the feed into your computer. I think it’s silly they think drm will stop pirates, I’m sure they will find ways around. They’ll have to keep playing whack a mole with seizing internet domains.

I hope someone can anser a question that's been bugging me. TV are ratings based. Why sre broaddcasters charging cable companies and other distributors money to carry thrir signals? If a cable vompany is carrying their signal, then it would make sense that the channel eould get higher ratings. What am I missing here?

There's a digital converter built into your TV [unless your TV is very old]. I am not at all sure what kind of technology these TV's have maybe it's only ATSC 2.0? Lon could almost certainly answer this better than I can!
@igeekone
@igeekone Жыл бұрын
Yes, but you'll still need an ATSC 3.0 tuner. The latest, higher end, TVs have it built-in. Otherwise, you'll have to get an external ATSC 3.0 tuner box. ZapperBox M1 is one of them. It's pricey, but should come down in price as time goes by.
@LonSeidman

it's not so much the antenna as it is the decoder - if your TV has the decoder it can work with it but if not it won't be able to receive it.

ATSC 3.0 tuners are worthless right now and in foreseeable future. No tv stations I know of are broadcasting in 4K. We have 4 ATSC 3.0 channels in Indianapolis that broadcast in HD only because of no 4K content from broadcasters is available.

Although I suspect the broadcasters will argue that there's really no reason not to upgrade. As the issue of encryption and DRM only affects equipment and apps that allow for DVR and out of home streaming of 3.0 broadcasts. Devices and apps that allow only live TV viewing of 3.0 broadcasts like the 3.0 tuners built into TV sets will not be affected.

Because some people still don't have reliable nor hi speed internet still! Americans have been promised by telecom companies that they will take initiative to provide expansion of their networks but only if the government pays for it, well... congress has done that TWICE with not enough evidence that anything has gotten done.

Absence of information creates speculation and rumors. Absence of content availability (where you want it when you want it) creates piracy. When you can get the official content where and when you want it there is no need/market for piracy. Locking down how, when, where people can access and use content will boost the piracy market. i.e. piracy demand.

"HDHomerun doesn't support ATSC 3 DRM but will soon". Really? Tell me, is that statement as true as the "HDHomerun Prime will support DRM recordings soon" that they made in 2016? The only thing that ever came of that (besides the annual "this year for sure") was to cause their only competitor to quit the market. Recommendation: never buy anything on the promise of what it will do in the future. If it doesn't do what you need right now, wait.
