It Should be a 1996-P (Philadelphia Mint) Quarter. to my knowledge all quarters after 1980 should have a mint mark on them. If you find a quarter prior to the year 1980 and it doesn't have a mint mark it isn't an error (most they time) just the normal Philadelphia mint.
