why do you think so? It's mounted, and the company recommends mount it at least 6 inches from the edge of the top step to allow for give. Do you still think its dangerous for top of the stairs?

It is NOT consistent with the manufacturer's recommendations to install at the top of stairs, ONLY at the bottom. It is not a secure enough gate for that purpose and relying on it in that manner is an accident waiting to happen.

Can a toddler crawl underneath the gate?

The gate is made out of a mesh material and does have some give, however, it can be locked in place at any width to keep the mesh taut so a toddle can not crawl under.
