If they go back to carpet later, the staires, the stairs will look cheap. I think its better to build out riser, then messing witb structural integrity of the stair.

If you’re going to install carpet again, just glue and nailing new noses strips. Easy.

It should be cut, but i have seen a reno where the new tread caps were installed over existing carpet nosing, the plywood nosing is visible underneath the stairs, it looks like a bad install. the ignorance of some diy installs
