As an Auto Locksmith the most secure vehicle I've attended AKL was a Citroen Xsara 2001 - 2004 Can't open without a cut key as deadlocked (no pick to support this SX9 lock), Owner had the key code. Can't code immobiliser without PIN code, I got this from reading and decrypting the Bosch ECU 95P08 EEprom on the bench

don't these "CAN BUS immobilizers" have a service mode which is a fixed button sequence ? otherwise what happens if the customer forgets the combination...

Yes each device will have its own unique service button with a unique code that is input and this comes with the device on a security card this can be used to input the car into service mode where you can change the password. But it's not a set input meaning nobody can just turn it off they must know the emergency pin code
