It might be a rotary tool or a flex shaft tool but it sure isn't a Dremel. 11,000 rpm? That's cute. Variable speed true Dremels are adjustable from 5,000 up to 35,000 rpm.

Yes but the speed can be reduced much lower and more precise than the Dremel

@@mixedmediaartgirl300 practice on scrap you want the speed high enough that it doesn't slow down too much when your using it , a Dremel may be better, I doubt you can do quality engraving with either
