I mean it is possible to survive getting shot in the head. Also if you look you'll see the damage was primarily to one of his lobes, which the body can still function with one lobe. Additionally Rex is naturally tougher and harder to kill due to his mutations and his costume likely helped as well.

You know, Rex surviving that gunshot to the head really isn't that surprising when you consider it missed the brain stem, went cleanly through the skull, and doesn't seem to have destroyed anything that a human couldn't feasibly live without. There's been a few cases of irl humans surviving injuries like that, so Rex being a superhuman probably makes it a bit easier for him as well
