Its quite complicated u can read it here. www.fide.com/fide/handbook.html?id=174&view=article You can get the GM title via getting 2 norms or more (i think with 3 gm norms u definitely get the title but u dont need always 3 gm norms to get it) in tournaments with 3 gm's from different countries and have a performance rating over 2600. Or aachieve a FIDE rating of 2500 and over. Right now aman is below 2500 so I think he is eligible to get the GM title since he has achieved his second norm in iceland . It is a bit complicated, you can get the GM norm if you get the world u-18 championship
