Putin is trying to get negotiations going and wants as good of a position as he can. This means doing attacks like this in the vain chance that they could hold onto something and thereby give Putin more leverage. And remember that Putin doesn't care about losses.

Yeah, RFE is using an older English form here, but given that they and Ukraine's other Western friends have almost universally switched to "Kyiv," and already used "Dnipro" for that city, I don't know why they wouldn't adopt the romanized Ukrainian names for the river and everything else.

What the other guys said, many live there who are not Ukrainian born, but many Ukrainians show their appreciation of U.S. military support with flags. You can see them wearing our flag in huge numbers of video's.
