So, it's not a "new" animation - 5-turn fast moves have a strange trait where they cause the charge move animation to play rather than the normal fast move animation. Try it out for yourself - if you use a Pidgeot with Gust and then a Pidgeot with Wing Attack, you'll notice the animations are different, and Gust uses the same animation that happens when you throw a charge move. That said, I don't know why Ho-Oh was showing its regular fast attack animation - maybe a bug
