It's actually pretty similar based on Jay's explanation. He has said that he started memorizing his rhymes because he was thinking of them while he was doing other things, namely hustling. It's because jay has a calculated rhyme scheme and Em is spontaneous. Jay used to rap in triplets at a fast pace now he just does it slow. His rap pattern is already calculated he just fills in the words.

That’s one thing that will always astound me about Jay Z, while I’d say Eminem is definitely a better lyricist it’s not by any huge margin but Eminem writes these rhymes out all day long, Jay literally just thinks about it for half an hour and has it all in his head, spits it and job done. I’m sure I could write a half decent rap song if you gave me a week or two but if you asked me to remember the full song in my head and write it entirely in my head I’d produce something worse than Lil Xan lmao.
