VGMrips.net is what you're looking for. You can use SidWizPlus to extract the individual sound channels.

I used a program called SidWizPlus, it basically creates an oscilloscope view of all the individual sounds channels from a vgmrip file. For Ridge Racer 2 here, it uses 20 out of 32 PCM channels for music alone.
